Future Mother in law tourist visa

So my fiancé is an Italian citizen, but her mother is Brazilian, has been a resident of Italy for about 25 years. She wants to apply for the visa so as to come to our wedding, but we are all worried because she is no longer married, and lost her job during the pandemic.

she does own property in Italy, her youngest daughter is 20 and still lives with her because she is going to university. Her mom currently works when she can find it but nothing official.

Is it work applying for the tourist visa? Or are we sol
