B1/B2 4 visa rejections.

I have had 3 rejections for clinical rotations while I was in medical school in Pakistan. Now I gave USMLE exams and applied for Step 3 exam which can only be given in USA. But my B1/B2 visa was rejected again. Almost everyone from my country got it for Step 3 exam. I have two sisters who are Legal Permanent Resident there. I feel dejected. I can’t seem to get the visa. I have spent a lot of money, time and hard work in clearing these exams. What is my best hope now?

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee!
