Questions regarding your B2 visa application, appointment and interview?

Let me start off by saying that I'm unfortunately no longer eligible for a ESTA (reasons unknown), I was advised to apply for a B2 visa which I did. 3 of my appointments have been cancelled by the us embassy in Germany due to the pandemic.

Once I received the news that the border is opening, I didnt hesitate to save an appointment as early as possible (February 2022). On their website it says that applicants with a esta denial are eligible for expedited services. I requested the expedited service and was denied without a real explanation. The contact they give you to inquire about the expedited service told me that it is at the discretion of the embassy. I contacted the embassy to find out if I am indeed eligible for expedited services or not, however I only got a robot answer stating that the travel ban is still in place. Even though, my expedited appointment would have been in December.

Anybody has an idea who I could call/contact? Is it better to email or to call?

On top of that, when I try to re schedule my appointment online it says I reached the limit of re scheduling, even though I never did it before. It was the embassy that cancelled my appointments 3 times. What do you think? If I call them would they be able to re schedule me to another location?
