On cancelling F-1 visa

This is an on behalf post. I am asking here My friend has applied for F1 from outside USA. The application is stuck due to embassy closure. He is wondering if there is any way to withdraw the F-1 application.

On the other hand, he is also wondering that if he gets the visa on time and able to go to USA, and is unable to adjust there, after 1 semester, will he be able to cancel the F1 visa and apply to another country ( Canada, where he has a funded offer for next semester) from within USA.I know that Canadian student visa can be applied from within USA, but i am not sure if it is actually possible for international students.

He sounds confused about his options, but i guess he is worried about funding.
