Help! Seems we cannot proceed on account of sponsorship (domicile requirement)

My wife (USC) and I (married for 17 years, 2 kids) want migrate to the US. She has been residing in india all through our marriage except a short vacation to the US 10 years ago.

Her brother and sister (with their families) are now LPR's and US citizens, respectively.

We were here primarily to take care of her parents who now also have got their green cards so the intention is for us to move to the US too.

Challenge is that she has no property, bank account, permanent address etc in the US to prove her domicile.

What can we do for her to submit an I 864 which as of seems is not allowed given there is no way to prove her domicile?

Advice please.
