Form I-797C Notice of action: Query

I recently entered the US on a spouse visa (CR1), got my temporary green card at the airport and social security all sorted. At the airport they took my details to get my permanent green card processed.

I got a letter in the mail (Form I-797C Notice of action) saying that they had received my visa packet however they cannot process my packet or produce my residence card until I pay a $220 fee USCIS immigrant fee.

At this point I've paid multiple USCIS fees and my documents have been processed already in the UK embassy that I'm confused why I need to pay this. Is this normal or a processing error?
