Wife lost Canadian work permit due to Covid job cutbacks may not be able to interview in Montreal

The NVC left a note on our case that Montrael requires immigration interviewee's to have status in Canada. When we originally filed our paperwork for my wife's greencard back in April 2020 Covid was supposed to be a two week thing, by November my wife was laid off and she was unable to retain her work permit. We stayed in Canada rather than heading back to Brazil to wait for the interview. Should I try to explain our situation to the NVC or Consulate? Or should we request the interview be transferred to Brazil? Any input would be appreciated.
