University/job Immigration questions regarding USA/Canada

I had a few questions regarding immigration policies and postgrad application in Canada/USA. I would be very grateful if you could answer/share your knowledge and experience in as many of these questions as possible.

I have been accepted to good universities in Europe (KU Leuven and Politech de Torino). I have also been accepted as a transfer applicant to the University of Alberta.

If possible, I would prefer to go to Europe and complete my graduation, and then go for a job in Canada/USA, if it does not affect my job acceptance chances too much. Tuition in Europe is cheaper, and it is closer to home.
Would it be probable to get a job in Canada/USA after completing my bachelor's degree in Europe? Would not having PR be an issue in getting a job in Canada/USA. Some people were telling me they only give jobs to EU citizens and not to Indian citizens who have graduated from a European university as there is some law that they have to convince the authorities that the job position an Indian would be applying for can only be done by that person and not some other Canadian/USA PR/citizen in order to get work VISA approved. Also, would it be hard to get a job if I do internships in Europe instead of Canada/USA?

How long would it take to get PR and subsequent Citizenship in Canada/USA? If:
a) I transfer to another university as an undergraduate and study there for 2 years. Then get a job.
b) If I directly go for a job in Canada.

I wanted to pursue Machine Learning and Quantitative Finance and I am decent at competitive programming and have an interest in it. Could you tell me about some good universities to apply to, and a brief about their strengths? Which would be better, University of Toronto or Waterloo for job opportunities/research opportunities.
Would you recommend going to the US or Canada? and why?

NVC Case FE Review note

Hi everyone, my family and I are under the F3 category and we just received a notice from NVC that our documents have been approved and that we are Documentarily Qualified. My only concern is this message that we received today in addition to the acceptance: " [Name of petitioner] does not meet the minimum income requirement to sponsor the intending immigrants for this case. The consular officer will make a decision regarding this requirement at the time of the interview. For more information, please visit https://www.uscis.gov/i-864p . To avoid delays, an additional Affidavit of Support Form I-864 for a joint sponsor may be submitted." We already have a petitioner and a household sponsor (the household sponsor's income is above the required level), but still unsure why we received this. Has anyone else received this message? All of our documents say "Approved" on NVC. Does this mean we have to find another sponsor? Can we show the consular officer our
