I am on L1 (Canadian) and my fiancee is a Canadian and want to marry and live with in USA. How to proceed

Hello!

Currently, my fiancee is with me in the USA under B2 (he was a tourist and we fell in love !), we both will return to Canada to marry as our families are there. However, can he get L2 given the coronavirus situation? How do we proceed? I want him to be able to return with me without requiring B2 visa.
