Going back to the US after being denied visa

Hi everyone,

Looking for some advice as I am unsure how to proceed.

I went to the US on F1 visa. After college, I changed to H1B, got laid off, changed back to F1 for my masters.

I went back home, applied and got in law school, but got denied F1, because I had too many ties with the US.

I own a home in the US and my sister is there.
I don't have ties to my home country.
I played the green card lottery

It affected me quite a bit as I never thought I would be denied. I did visit once on vacation, but was asked many questions at the border control.

After that, I went on vacation and started working in another continent for 6 years, but now I'd like to go back to the US to visit.

I have a couple of questions:

  1. Going back on tourist visa just to visit my sister: I come from a country where I don't have to get a visa, but since I have been denied a visa at the embassy, is there a risk? What should I do to avoid any issues?

I just don't want to be red flagged or have any issues.

N-400 form {"data":null,"error":{"developerMessage":null,"userMessage":null}} message

A few questions: I filed my N400 naturalization on March 23, 2020. Nearly one year later on Feb 2021 they sent me a notice that they'll reuse my biometrics from my green card application, but they won't refund the biometric fee! At the same time April 2021 showed up on my account as the expected completion date. Last week, the status was "17 days". Today the estimated time of completion has disappeared!!! Any idea what that means? More importantly - When I click on "View PDF" link under "N-400 Application for Naturalization", to see my actual N-400 form, I get " {"data":null,"error":{"developerMessage":null,"userMessage":null}} " message! The form is also missing under "Documents -> Your Uploads" tab! So, it appears that my N400 form is missing! What does that all mean, considering that it's impossible to file without N400 form!
