My wife is USC and her parents live here with GC. Her Russian sister has a 10y B Visa and they want to bring her here to ride out the quarantine.

Does anyone know if this rule is being applied in practice? CBP notoriously ignore US State Dept rules.
There are occasional flights from Moscow to JFK so we could in theory put her on a plane.
Edit: hang on, did I misunderstand this, are there any restrictions from Russia at all?
