Question regarding wording of "Province vs State" wording on I-130

As stated in the title, I'm filling out an I-130 and keep coming across needing to specify the province of an address. To my understanding this is only for countries that use provinces over states and therefore I would leave it empty for US addresses as they say "county" not "province". Same goes for postal codes when I've already put a zip code.

Is the "Province" textbox for the county or should I leave it empty?

Here's a picture of what I'm talking about.

I'm looking for thoughts and answers to what this means. I'm sure it seems like a dumb question but I just wanted to be sure.
