L-1B transfer to the US — dual citizen question

I'm a British/South African dual citizen, currently working as a software engineer at a major US tech company in their South African office. I plan on transferring to a US-based team at some point in the next one to two years under an L-1B visa.

From my research and understanding on US immigration, different backlogs exist for different countries of applicants. As I'm in a unique position where my employer can (presumably) start the formal application process under either citizenship, I'd be interested in finding out whether this would result in me falling under different backlogs, and which one has been shown to be a good one to go with. There's always the possibility of starting the GC process at some point too—most likely via the EB-3 route as a Professional—so I'd like to factor that in here as well.

I did some digging in the Annual Reports of the Visa Office but didn't find anything specific on this (I might have missed something or not known the correct terms I should be looking for).

Finally, I'd like to ask about unconscious biases—is this something that may be of statistical significance with any decisions made by USCIS when dealing with South Africans, or should I really not worry about that?

I'll definitely be speaking to a professional before the process has been formally kicked off, but I'd like to gather some insight well in advance so I can understand what to expect. Looking forward to any replies!

NVC Case FE Review note

Hi everyone, my family and I are under the F3 category and we just received a notice from NVC that our documents have been approved and that we are Documentarily Qualified. My only concern is this message that we received today in addition to the acceptance: " [Name of petitioner] does not meet the minimum income requirement to sponsor the intending immigrants for this case. The consular officer will make a decision regarding this requirement at the time of the interview. For more information, please visit https://www.uscis.gov/i-864p . To avoid delays, an additional Affidavit of Support Form I-864 for a joint sponsor may be submitted." We already have a petitioner and a household sponsor (the household sponsor's income is above the required level), but still unsure why we received this. Has anyone else received this message? All of our documents say "Approved" on NVC. Does this mean we have to find another sponsor? Can we show the consular officer our
