How difficult was it getting a green card for your spouse?

So my partner is a UK born citizen and I'm American. I've been living with him for almost two years in the UK on a student visa, but my visa is about to expire as my course has ended. We've been diligently exploring our options on how to keep me in the UK but it's not looking bright and we're acknowledging the possibility that we may need to be long distance again. However, we're now discussing that, despite us both preferring to be in the UK, what matters most is us staying together.

Marriage is the easiest option but we don't meet the financial requirements in the UK to get a spouse visa so it seems getting him a green card and having him move to the states is the best way to remain together.

So how difficult was it to get a green card for your spouse? From what I've been reading, COVID has really messed things up and has made the process of getting a visa much longer than it used to be. Are there financial requirements or is it really me just filling out the I-130 petition form and him applying if the petition form successfully goes through?

Thanks for all your help!

NVC Case FE Review note

Hi everyone, my family and I are under the F3 category and we just received a notice from NVC that our documents have been approved and that we are Documentarily Qualified. My only concern is this message that we received today in addition to the acceptance: " [Name of petitioner] does not meet the minimum income requirement to sponsor the intending immigrants for this case. The consular officer will make a decision regarding this requirement at the time of the interview. For more information, please visit https://www.uscis.gov/i-864p . To avoid delays, an additional Affidavit of Support Form I-864 for a joint sponsor may be submitted." We already have a petitioner and a household sponsor (the household sponsor's income is above the required level), but still unsure why we received this. Has anyone else received this message? All of our documents say "Approved" on NVC. Does this mean we have to find another sponsor? Can we show the consular officer our
