Are there appointments going on for interviews at the consulate in Juarez for tourist visas?

Would like to know if there are wait times for visa appointments at the Juarez consulate in Mexico for tourists. I heard from someone that there is are no appointments being done at the moment and will stay that way for about another year. I am looking through the consulate and other official government websites for fees and forms but if anyone has the info on the current cost to process a tourist visa, I'd appreciate it. I'm trying to find out if having a local company that walks people through the process as well as takes you to/from the appointment is worth it, or if I can just do it on my own and pay my fees online. I was just quoted a fee of just under $6,400 MXN or about $305 USD at today's exchange rate. Includes help gathering and preparing documentation, getting the Mexican passport, pictures, help understanding the forms, travel to and from the consulate for the interview. No hotel as I would stay with family. Supposedly the process currently takes two days now, hence the hotel. I'm just fine with English as you can tell, but this is the first time I've gone through this process and not comfortable doing it on my own unless someone here can say it's pretty straightforward and the local visa businesses are just taking advantage of other's unfamiliarity/ignorance of the process and lack of English.

DS-260 Have you ever attended any educational institutions at a secondary level or above?

Ok so I’m not sure what to put down here, I have a high school diploma and currently attending college! So for the occupation part for a previous question I put down the school I go to and address, however I am uncertain what to put down here, I put my high school start and end date but do I also include the college? Because it says highest level of education COMPLETED but also in the drop down menu there is an option that says UNIVERSITY,NO DEGREE which if I do choose then I will have to fill out the school information and then a start date and an end date which I still do not know this is the only question I’m struggling will and have looked into it but no straightforward answer!
