Switch from F-1 to B-1/B-2

Hello,

I'm currently on F1 OPT till Oct 26. I'm moving to Canada at the end of November. When can I apply for a B-1/B-2 visa to visit my family in the U.S.? Can I apply while I'm on OPT right now or should I wait till I move to Canada and have a permanent address? What is the timeline and how long will I wait?
