I130 petition for alien relative

Hello, my father filed a petition for me (unmarried son over age 21) at California service center. Upon checking processing times the estimated time range for california is 52 months to 67.5 months under my category they are currently on October 07, 2015 case receipt date. Upon checking Texas service center the time frame is 8 to 10.5 months for a u.s citizen filing or 1 week to 7 months for a permanent resident filing for an unmarried son over 21. The difference in timeframe is staggeringly long.

My question is is there a possibility to transfer the processing center from california to texas to expedite it. I have been in petition before when my aunt petitioned my family and had waited 20+ years until I became "over age" thus making me unqualified so we had to process another petition. If we can atleast save some years off the processing it would be great. Thank you.
